The Entergy proposed benefits statement says….

“While no amount of investment or hardening will completely eliminate outages or restoration costs caused by future storms, the identified projects in the Resilience Plan are expected to:

  1. decrease storm restoration costs
  2. decrease the number of customers impacted by outages from future storms, and
  3. decrease the overall duration of outages over the next fifty (50) years.

That’s quite a “crystal ball”.

Underground is the long-term, lowest total cost solution for Entergy. Especially, for a FIFTY year study horizon.
